In order to be able to create Tasks, an Employee must have a Subject Matter Expert role for a particular Process Set or Process. Rather than expecting a single Subject Matter Expert to be able to create the entire process structure and populate all of the Tasks, specific Subject Matter Experts who are more familiar with particular tasks can be assigned as a Task Owner.
As soon as a Subject Matter Expert creates a task, they are automatically set as the Task Owner. However, this person can then choose to set another employee as the Task Owner. Only Task Owners are able to modify the properties of a Task (with the exception of System Owners, who have access to all functionality within the System).
A Subject Matter Expert who has access to the Process in which a Task resides is able to move the Task from one Sub Process to another, and one process to another, but is not able to modify its properties (Capability/ Knowledge Assessments, Capability/ Knowledge Revision Dates, Resources, Durations).
